"After crossing the Coast Range you head for Grand Ronde. The Spirit 
Mountain Casino is a good place to stop if you need services. It is 
usually in this location that riders notice one terrific tailwind 
coming in off the ocean. Sit up and enjoy it. Next, just past 
Sheridan is a DQ, another great place to pick up a pick-me-up. After 
Sheridan get off busy Hwy 18 and head across the Red Prairie rollers 
towards Amity and the Eola Hills. Next, head north skirting several 
vineyards and wetlands back to Forest Grove."

ill say one terrific tailwind! it was along this inbound route to 
portland on my sf-portland ride in 2003 that i caught that wind and 
cruised at 30mph for miles and miles with virtually no effort. and i 
know the dairy queen you speak of as well. had ice cream there, 
post-tailwind.

i do also remember a nice farm stand or two in there, but its 
probably a bit early in the season :)
