[OrRando] joels 200k "report" now up, with pictures...

The plan, as I have heard it, is to pave the lower section this year and 
continue the trail over the northern section all the way to Scappooose ( it 
vaugely follows the Scappoose-Vernonia Hwy) by the end of '08.
