[ORRando] Feb brevets & ORR membership

Hi folks,

The information for the Feb brevets is now available on the website. Two
distances are available, a 200k ACP event and a 105k populaire. Note the
7:30 start time (after sunrise).

Additionally, the online form for ORR membership is available. Like last
year, you pay one fee and can ride all 2016 events without additional fees
(except for special events that require support.)
