[ORRando] hot springs 300k

Hi!

I'm from SIR and am coming down to ride the hot springs 300k.  It looks
pretty awesome.  I have one question, however.  I'm wondering if the RWGPS
link becomes official at some point, or if it is best-effort with cue sheet
wins.  Eg: does the route become official after the pre-ride, or ... ?
