[ORRando] Membership Requirements for 2016.

Hi folks:

ORR membership will not be available until late Jan or early Feb. Please do
not send me last year's form. The process will be no harder and maybe
easier than last year.

RUSA membership is not required to ride the ORR brevets, however, it is
strongly encouraged.

Several ORR  brevets/populaires have no membership requirements. If it says
that, then it is true. You can just preregister, show up, sign in and ride.
I cannot make it easier than that.
