[ORRando] Banks Vernonia Trail

Since there are multiple events scheduled to use this trail:

Portions of the Banks-Vernonia State Trail will close March 11-April 12 while crews replace culverts. The closure dates include weekends. The dates may vary if our wacky weather delays work. 
⛏March 11-24: two culverts at mile 15 between Tophill and Beaver Creek trailheads.
⛏March 25: one culvert between miles 7-8, just north of Buxton.
⛏April 1 : one culvert at mile 5, halfway between the Manning and Buxton trail heads.
