RUSA membership is not required to ride populaires or brevets.  

However, membership is ONLY $20 a year, which gets you the American
Randonneur publication right to your mailbox (full of fun rando tidbits,
stories, photos, info and the like).  It *also* gives you the ability to
register for and ride permanents *and* means that all your populaire,
brevet and permanent results are tallied and recorded on the rusa
website.

Many of us do more rando miles on perms than on brevets, so becoming a
member opens up WAY more riding opportunities than just doing the
organized brevets.
