I've seen wheels built by PJW and they're stunning. 
But he's also in New Hampshire.

As for Portland-area wheelbuilders, well, I'm a decent
one myself but if you want the best in town then drop
everything and just go see Dean at Bike Central. He's
been doing it forever -- way more forever than me --
and his wheels are simply the strongest and most
beautiful in town.
