That idea is tossed around every couple of years without seeming to go anywhere.

The trick is to find a couple of strong riders to lead the pack at the 14 mph pace
including moderating the speed for climbs.  This is more work than it sounds like
for the leaders - to ride consistantly, resist the urge to kick up the pace, keep
the group on track.
